Institutional Restructuring and the Liberatory Transition: Taxation and Welfare as a Case Study

Abstract A liberatory post-modern transition to a people-centred, ecologically sustainable path of progress will involve changes in personal lifestyles, societal institutions, technologies, scientific and economic assumptions, and ethical and spiritual values. These are all linked, change in one will tend to open the way to change in others, and resistance to change in one will tend to impede change in others. Taking, as an example of institutional change, the growing awareness in governmental and politi­cal circles that existing systems of taxation and welfare must be restructured, and concluding that mainstream recognition of the need for change can be converted into opportunities to advance the liberatory project, this article examines some of the problems to be overcome.
